Icon2 starter cut off relay

Hello Everyone. I hope everyone is well.

My 2002 Honda Accord manual transmission is not starting.

I have checked and ruled out the starting motor and ignition switch and the clutch starting switch. The busching for the clutch to push in the clutch swtich has also been replaced

The starter signal fuse and the wire going to the solenoid is not receiving power. I checked the starter cut off relay and it is good but when I bypass the starter cut off relay the car starts but it starts without pushing in the clutch.

What could I have overlooked?

Is it ok to by pass the starter cut off relay and if not why?

What do I need to do to get the car to start via the clutch again. I bypassed the clutch switch and it still did not start until I bypassed the cut off relay.

By the way the Battery and the alternator are good as well.
