Default 96 civic CX - rebuilt engine won't start

96 civic CX d16y7. I feel like I am having a fuel or vacuum leak or something because it feels like I'm not getting fuel to the car. I just rebuilt the engine and I don't know what it could be because it started, then rebuilt, now I'm replacing all this stuff. I've replaced the fuel filter and fuel pump.

It will turn over but not start all the way and when you press the gas it'll kill whatever I have going for a few seconds. My dad sprayed starter fluid in the throttle body and it didn't do anything. Please help!

CEL codes?

Does fuel pump prime?

Do all 4 spark plugs have bright white spark?

Check your timing. If you've already checked it, check it again.

I need to know if red or white marks on the lower timing marks.

The TDC on the crank pulley is white, as per the FSM. You REALLY should download one.

Take out all spark plugs..

put a long screwdriver in the #1 cylinder and rotate the crank until the #1 reaches the top of the stroke..
When it does,. Look at the timing mark. Now you know where TDC is

EDIT: nevermind, there ya go

Your terse answers are not helping you. Start providing details.

Post compression numbers and pictures of cam and crank at TDC1.

Did you check for spark at all 4 plugs? What color was it?

Does the engine start with starting fluid?

What are the compression numbers and have you check to see if the fuel injectors are firing?

"Excelent" doesn't tell us a damn thing. If you want help with a diagnosis, give us numbers. Exactly what is your compression in each cylinder? Have you tested your fuel pressure? Tested your injectors? Does the CEL come on for 2 seconds when you first turn the key to ON(II), then turn back off?
