96 civic CX - D16Y7 Rebuild Won't Start
I have rebuilt the engine from top to bottom and the whole 9 yards. Yes, I have hooked everything up and put everything where it goes and bolted down to spec. We got a new battery and starter and it won't crank over.
The sound it makes is like click, click, click, nothing for a few mins then click, nothing...
I have no idea what it could be has anybody experienced this problem at all?

Clean and tighten the G1 battery ground connection to the chassis and both ends of the G3 transmission ground.

Sorry it's a 96 civic CX. Well my dad and I got it to start for a min today. However when I press the gas as soon as I let off it dies. My dad said that it sounds like it's not getting enough fuel or compression issues.
Can you hear the fuel pump when you put the key in the on position?
How did you get it to start?
...because this^ sounded like a no-crank problem rather than a cranks-but-won't-start problem.

I turned the key. haha just messing. I went out yesterday and was just messing with the key and it started right up, then I pressed the gas and as soon as I let off it died. Now it will crank but won't start and when I stop turning the key it sounds like chains dragging on cement. Also it shakes the entire car tremendously when turning the key.

What exactly was entailed in the top/bottom rebuild? Was the block bored? Crankcase line bored? If you bored your cylinders well there's an obvious problem though. Also If you used your old pistons, each piston is cylinder-specific so you have to make sure that you got all your rods and pistons back in the same cylinder they came from. If it's shaking the car then it could mean your engine is out of balance which means it could be a timing issue. I think the "chains dragging against the cement" sound you're hearing is the sound of your lack of valve clearance against your pistons. Also, there's a chance your rings didn't get installed properly and that's what's causing your lack of compression. If the heads are torqued to spec then you should be okay.
Did you use an OEM head gasket? A thicker than stock spec head gasket can lower your compression ratio.
First place I'd start is checking your distributor wires.
If its a fuel delivery issue, I would cut the fuel pump and try cranking it. If it still shakes then you can rule out fuel delivery. I'd focus on the re-assembly of your engine components.
