Icon6 2000 Honda Accord Ex 3.0L

Every time I turn the car off, the codes reset. When I'm driving the check engine light goes on, and my mechanic determined it's because of the transmission. I'm trying to get my emissions passed, but I'm unable to do so. as the computer is not ready, because the codes aren't stored, because the computer resets every time I turn the car off. Does anybody have any idea why this is happening? I really need help here

Memory fuse is blown or missing.
Check your fuse panels for any and all memory fuses and verify they have voltage.
