Default headlight issue.

Ok so I searched but couldn't find a straight answer but basically my headlights are dim when at idle and get brighter when rpms raises, everything I've found says replace your alternator but before I go spending money I wanted to ask if anyone had had this specific problem with an ef and if they figured out what the problem was?

most likely the alternator. you can go to advanced/auto zone etc and have them do a system test to see the output numbers.

once the car is running, it runs off the alternator, so best guess would be the atlernator is worn out and isnt making the correct power until spun up via higher rpms

Could also be old weak wiring.
Changing out tho old stock grounds for new wire would be on my list.

All headlights will get brighter (to some extent) when the RPM raises. The alternator supplies a little higher voltage than a slightly drained battery.

My car had on of those underdrive power pulleys on the alternator.
I took it off sold the pulley and bought a new alternator

Also, use oem bulbs. Alot of the aftermarket ones draw way too much.
Keep it 50-60watts, nothing more
