vtec not engaging

Default vtec not engaging

I have a 96 spec b18c itr engine that i just put into my 99 honda civic ex my vtec isnt kickin in at all when i plugged it in there was a seal in the male part and i took it out is that the reason ?

not sure what seal from where you are talking about...?

is your oil level low though?

low oil level prevents vtec from engaging

The vtec solenoid plug there was a little seal inside of it and no just changed my oil
