$$$. A swap will actually be more cost efficent. The amount of horsepower you'll get is not worth it at all for all the cash. Do some other things to get more horsepower, port-polish, i/h/e, maybe get some happy gas. There's only a difference of 15 hp between the two motors. Putting a VTEC head on a non-VTEC engine is pretty much only for the LS/VTEC and the CRVTEC. Some people can get the h23/h22 head swap to work, but there's a lot of problems. For the F series, it's just not worth it.

well you can get F22B1 heads on ebay all the time for sub 100 bucks...
just get the right ECU (P0A) add couple wires and you're in biznass.
i agree though its pretty pointless IMO unless its part of your turbo buildup.

yeah it is part of the turbo build up. (What about the v-tech solanoid ) a guy with the f22b1 got a gude turbo cam for the b1 head he got 22 hp and 30lbs of torque from the turbo cam. Besides that i will port and polish it. I'm just a bit lazy to remove to turbo and stuff to do a motor swap. And im familiar with my motor u know, it got me this far i cant disrefard it, no matter the cost.
