Take a look at the 41 second video below and tell me if you guys think it is the balance shaft seal.

 

Definitely looks like the front balance shaft seal

 

If you are going that far in there, I would replace all of the seals on that side of the engine. Might as well do water pump and timing belt job as well, just so you can button it back up and know that everything is good to go.

I had a similar problem in that area, if your prelude has vtec try this. Ive got a 99 honda accord ex coupe 3.0l v6 vtec, I suggest you check the vtec solenoid gasket + oring. Its in that area

 

Wrong the vtec solenoid is not on this side of the engine that is on the other side by the distributor.
