Power steering is disconnected and has no belt on it, the pump is still there i believe. Car makes and odd whining sound when i turn that sounds like a car that has ps just low fluid.... is this because i still have the pump in there?

 

No, the pump won't turn without a PS belt.

Check for bent wheel splash guard rubbing on the brake rotor.
