Default Looking for someone in South Jersey with wiring troubleshooting experience

I picked up a 95 Integra LS with a full JDM ITR swap as a gift for my little brother.

Unfortunately the previous owner and the person who completed the swap was terrible with wiring. The physical components were done right, however VTEC, Knock, and VSS codes are present but they appear to be wired into the conversion harness.

I am looking for someone in south jersey familiar with these swaps and harness issues that I can pay to fix these issues.


* VSS wires were unhooked. Resoldered a plug and replaced VSS, still no speedometer and it still codes 17.
* Code 21, VTEC Solenoid Valve. Appears to be wired?
* Code 23, knock code is on but appears to be wired?

More background:
Car is OBD1. Cabin harness is OBD1, engine harness appears to be OBD2 non vtec maybe? Uses p73 JDM ecu and a upstep harness.
