Replacing front end - DIY anywhere?

I did a search, couldn't find anything that helped.
I am looking to replace my front bulkhead and upper wheelhouse assembly. the car is a 1995 Civic DX coupe. I remember seeing a post that addressed the topic, but I can't find it. I would be using Honda part # 60400-SR3- A00ZZ, 60614-SR0-A00ZZ and 60611-SR0-A00ZZ.
I know I need to drill out the original spot welds, and there is some sort of tool that is affective in doing so. After that, no idea. I need to know what kind of welder I would need and what material. I would practice before tackling the job, of course. My goal is to have a front end that is no longer askew from a front impact many years ago. Tips and tricks for making sure everything is aligned would be greatly beneficial as well!
