Can someone help me with what this part is called, where I can find a new one and how it can be installed? Stupid snow storms!

 

That the top cowl. It is held on with various plastic clips. It is a dealer part or salvage yard.

Shipping on that is usually $15-20. Unfortunately, you'll have to buy the whole set @ $80 so, try salvage.
