rod torque for f23 rods

Default rod torque for f23 rods

Can some give tell me if this is right because I have never heard of torquing honda rod bolts this way. I was told torque them to 14lbs and then turn the bolt a 1/4 turn, is this correct?? If not what torque do you use?

Per 98-02 FSM page 7-32
"Apply engine oil to threads, tighten to 20N-m(14lb ft)..."
"mark connecting rod and bolt as shown(shows marks 90° apart)"
"Tighten nut 90° to mark"
"Check bearing clearance"

I assume that this applies to factory rods and not aftermarket rods?
