Default 96 Accord speedometer

My speedometer has been offset since I got my Accord. Whenever the car is sitting still the speedometer always rests at usually 10mph, and when accelerating is always reading around 10mph faster than I'm actually going. Is there something wrong with my speed sensor and where can I find it?

This is a frequent problem with these cars and I can answer but there have been numerous threads about the VSS and speedometer, I'd start searching first and if you still come-up dry of answers then return to this thread.
