2002 Honda Accord in limp mode?

2002 Honda Accord in limp mode?
I have a 2002 Honda Accord 2.3
I just bought it and knew it needed a tune up. But when I test drove it, it ran great.
Now there is codes coming up

Just last night it wouldn't rev past 4 grand like it was limited to that rpm.
Recently I have put a air filter in and took off the muffler and replaced old rusted exhaust pipe but could not weld the pipe or muffler due to a fuel leak on the tank. So I just clamped the new pipe and did not put on the new muffler.
I have not done a oil change yet.
What should I do first to diagnose the problem? And when it is idling I will tap the gas and it will almost die when the rpm goes way down.
