Right. you can't go above 81.5mm safely anyway, so stick with either 81mm or 81.5mm. The power level will not change just on a .020" overbore. You'll be fine with either size
Yes. Increased compression from replacement pistons will absolutely help with not only the build overall, but the camshafts specifically. Those camshafts do not work to even close to their potential with a stock block
93 Octane or better. Ethanol has some advantages, but some disadvantages too, depending upon the purpose and use of the car.

I personally think there are better cam choices for this motor, but if he has them...might as well try to use them the best he can. Might get some peak out of the B's

i would absolutely recommend a c/r higher than 11.1, especially with those cams. if it were me i would go with around 12:1, even 12.5:1, no higher than that on 93 octane though. but with 11.1 you definitely will not be reaching your full potential with those cams.
I have vowed to NEVER use pump E85. EVER. Too inconsistent....well just to scratch the surface. /rant

As for peak power with Spec B's..... Nah... Toda Bs weren't made for Peak power. That's more of the Toda C's. But he'll get better midrange and torque throughout the entire rpm band than some chumpy peak power number at the last 1000rpms from some dyno.
That's exactly why switched from my Buddy Club IVs to the Toda Bs..
