I have looked everywhere on how to change the fog light bulb. Can I just pop open the light without taking the front bumper off?

On a side note, something strange seems to be happening as a week ago one of the main bulbs at the front went, followed three days later by the other main and then a front fog light. And then when I locked the car the side orange lights did not flash on and off. When I changed one of the front bulbs however the side orange lights started working again.

This may be related to something else which is when I drive at night I notice my lights going dim slightly for a split second and then a couple of minutes later going dim again. Could this be an alternator problem?
