I'm switching an RSX interior from tan to black. I have everything but the seatbelts put in. I found someone locally selling black seatbelts that they already had taken out of the car. They look good but are all locked up, meaning you can't extend out the belt. I see they have a bunch of sensors and so on. Do they need to be installed to spool out? Is this normal?

 

They will lock if they are out of position (straight up and down as if they were still attached to the car). If they still wont unlock then walk away.
