Honda Accord 2008 ABS Modulator Estimate

First post. My Honda Accord 2008 began showing the VSA and ABS lights a week or two ago. See picture:

I took it to the Honda dealer for diagnosis. They say that I need to change the ABS modulator. The are charging $996 for the part (they say the ABS modulator costs $1,245, but they get it at a 20% discount that they are passing to me, so $1,245*0.8 = $996), and they are charging me $315 for labor costs (they charge $78 per hour, so basically, they are charging 4 hours of labor).
Total cost would be $996 + $315 = $1,315 + taxes (7%) = ~$1,400.
I just want to know:
A) Does the diagnosis seems correct base on your experience?
B) Is the price fair? I just want to make sure I'm not overpaying for this repair. If not fair, how much should it cost? I prefer to do this procedures at a Honda dealer, but, does it matter? The part that they are going to change seems so accessible, but you probably need some advanced testing equipment to make sure the installation is working properly. That is what is pushing me to go with the dealer option.
C) Is there a warranty or a recall for this issue? My car has 33,000 miles on it, and I take good care of it. It shouldn't be giving me this problem at such a low mileage. I know this car has break problems. I wonder if this is related. There was a class action that helped pay for the brake repairs, or a part of the break repairs. Maybe it can be used for this?
$1,400 is a setback for me at the moment. But I still need the car. Any help is much appreciated.

A)Without knowing the codes being thrown it is hard to say
B) Without know exactly the part "they say is bad"? If it is the assy (PN# 57110-TA0-305) it can be had new for ~$700 from many online Honda Dealers. Simple tools, time and bleed the system and done.
C) Have no idea, you are out on age so I'd say no

I think you got the correct part number. So, it seems they are overcharging me on the part. Also, it seems like they are overcharging at 4 hours. I guess my best options is to buy the part myself, and to have them install it. Thanks again.
