Default Hazards/ Signals

The hazards in my 91 civic dx are not working. All bulbs are brand new, and all turn signals work. except the rear passenger side. When i hit the switch, nothing happens. No clicking. The front passenger turn signals flash quickly indicating a bad bulb, but all bulbs are brand new. (I have also switch drivers side bulb to passenger side and the same thing happens.) Could this be a relay, or should i cut the wiring to that turn signal and get a new wiring assembly for it? It looks like it has been messed with quick a bit, lots of electrical tape.

Maybe check your fuses? I had this problem and it turns out I left a wire exposed in my stereo which grounded out on metal and blew my hazards fuse.

it sound like a bad ground

verify continuity between the black wire and the body (pin your tester in the turn signal connector)

if there is no continuity, ground is bad
