Sounds like there is a vacuum leak causing the problem. Bad gasket, broken or disconnected vacuum hose you will have to check for leaks.

Well when I swapped the head the intake manifold stayed in place I only disconnected one or two vacuums so I'm thinking it's got something to do with computer or distributor or something I really don't know

Sounds like its in limp mode. Check for codes. Did you run your two vtec wires to the ecu connectors ?

As stated it sounds like a vac leak.

If you are sure it is not from the gaskets (?), then check all of the vac lines coming off the intake. Also be sure the PCV is fully seated and the line to it is ok.
