Default Timing Light

I just went to set my timing and the closest I can get is moving the distributor all the way to the front and when it's there I'm a little past TDC but not even to 14 degrees BTDC does this mean the timing belt is off a tooth.

if its idling low and you have the timing lock connector jumped then your belt is off a tooth.
