Default 89 Hatch Passenger Wiper Not Wiping

Haven't really looked at it yet, just checking if this is a common issue or someone has seen this before. My passenger wiper doesn't have almost any pressure onto the windshield, it flutters at speed when resting and just plain barely wipes when in use. I have had them both off to paint the car, at first I thought I might have them on the wrong sides, but looking on the net it seems like it goes how I have it, the longer arm on the driver's side and the shorter arm on the passenger side. The springs under the arms are intact, at least visibly.

OP! Do you mean the arm doesn't move at all or that it moves normally and there just isn't any pressure on the glass during the swinging motion?

There was no pressure on the wiper blade during normal movement. I checked against the picture from the FSM and they were in the right positions left and right. I confirmed that the spring on the passenger side arm was indeed far looser that the driver's side wiper arm. Took the spring off, ground the one hook on it off, then took a mini butane torch and heated the end up and bent another hook in it, effectively shortening it and increasing the spring tension. Works like a charm now.
