Default HELP wont start & dont understand why!!!

Ok so i have a 2000 civic ex coupe that sat in my heated garage a yr or longer. Ran fine when we parked it other then burning some oil. I've put a new battery, starter, coil, ign module, plugs, fuel filter, cap & rotor and still no start. It's getting spark off all 4 wires, all 4 plugs are getting gas,but it try's to bark once then it just cranks & gets slower each crank i don't get it how can i have fuel, spark, and still no start. Compression is 180 cyl 1, 180 cyl 2 , 180 cyl 3 , 120 cyl 4 , but im lost on what this could be so Please Anyone with some experience HELP ME. Can't believe that cyl 4 being that different will cause a No Start!! Please someone HELP me...

Check the mechanical timing. If good, do a leak down test on cyl 4.

Well checked timing & from what i can tell hard time seeing inside white line. But used a hacksaw blade down through pointer and it looks Good. I don't have a leak down tester nor have ever used one. But looks like that is why it wont start then cause #4 is so low psi?

Most likely. I asked about mechanical timing because there may have been a piston-valve collision. You could post pics of the cam and crank TDC1 alignments if you need verification.

I'm pretty sure there was no piston-Valve collision. I just find it hard to believe cause of it sitting that all of a sudden it wont run. When it did when it was parked. I'll have a buddy verify TDC for me not sure if i'd be able to get a good enough photo right now. Thanks so much for the Help I appreciate it!!!

I'm not so sure, but proper diagnostics for loss of compression should sort things out.
