Default 97 accord- no horn srs on no cc weak ac

I have no horn and my srs light is stuck on, from some prior research they may be connected and my horn does not make a "clicking" sound when pressed. My cruise control will no engage. My ac not only seems weak but does not feel ice cold on max though the freon has been refilled

For the horn, cruise control, and srs issue it is likely a fault with the clock spring inside the column. Unfortunately to get to it you must remove the airbag from the steering wheel (with the batt disconnected of course) then remove the steering wheel and you will see the black roll it is wound inside of. I'm not positive how much a new clock spring costs, but if I remember correctly it was in the $100 range. As for the ac, has it been checked for leaks using dye at a shop? Or have the accumulator/drier ever been serviced, and are you sure the temp selector and blend door are functioning properly?
