next mod\upgrade?

So i have a 97 accord, i/h/e. Im debating between a cam, an intake manifold, and a rail/injectors..which of the three do you guys think would give me the biggest hp gain..and any pros and cons to any of the 3

Camshaft, intake manifold, and a tune will go hand in hand. Injectors may be necessary depending on duty cycle with those modifications.
