Default 96 honda ex d16y8 Starter will not crank, No spark

So I have had various problems with my Honda beginning a few months ago. Pulled the motor and rebuild the whole thing. Had the head bolts stretch so I rebuilt it again a few weeks later and then got 2 bad head gaskets from advance auto. Long story short I got the whole thing fix and the compression back up with a better head gasket. 3 days ago before I pulled the motor this last time, the car ran and started fine, minus low compression in one cylinder and a blown head gasket. I dropped the motor back in after compression testing it out side the car using a jump pack. Ive got everything hooked up right to the best of my knowledge. All of the grounds are good. All of the plugs are good. Except for the knock sensor plug had to be replaced from a junk yard. I cut the old one and spliced in a new one. But it tested fine with both of my volt meters. The starter spins like a champ when I jumped the hot to the ignition. The ignition wire running to the starter had only 0.01V when trying to crank normally. Checked the ignition fuse under the dash and its fine, the ignition fuse, battery fuse, and ECU- PGMfi fuses are fine. Also the clutch safety switch is fine. Im at a loss and I don’t know what else to check or do. Please help me!

Hey i know you said that the grounds are all good, But i have a ?, Are the ground wires original> I have had issues like this in the past with people using different wires for ground ( Speaker power wire)
Also, The power wire or lead wire at the starter, Is it at 12V, The wires in the clip are only signal wires and do not carry HI amps.....
If the starter lead wire shows 12V then that is basically what you battery power is... If not then you need to start at the fuse panel outside under the hood, In that box the lead that comes from the starter goes to a double type connector, on the other side of that connector should be the other lead that goes out to the alt... Check Power on both sides of that. If there is power at both sides then you will need to start looking in to starter relays...
Some time chasing wires can be complicated and time consuming...
Check with a 12 volt prob all the fuses, I have had times where fuses are kinda blown. Sound not possible but it has happened.... Roll all the fuses and let me know what you come up with

Yeah i have all of the electrical diagrams and i chased them back from the lead wire all fuses are good. the lead wire for the starter has no volts reading 0.01V . The fuel pump also primes. The grounds are original to the car and look oem, but have no corrosion or rust. The only thing i can concluded is my starter cut relay is bad, but i cant find it to test it. It is grounded through the clutch safety switch which works and gets volts. I fixed the problem on no spark, had a damaged wire going to my distributor. car will run fine now if i jump the starter. Do you know where the starter cut relay is located the PGM-fi and main relays in the car are fine. Thanks a bunch
