Default 1998 Honda Civic DX Coupe Lights Pulsate

I have a 1998 Honda Civic DX Coupe with Air con. No ABS. When I bought the car a year ago I have noticed that the Interior lights & Exteriors pulsate. At approximately idle speed & 3K RPMs some times it's consistant and will not stop no matter what the engine RPM is running. I have a brand new battery and the alternator was checked 3 times and came back ok. What else could be causing this to happen? It's also throwing my SRS light. I'M assuming due to power fluctuations. Any help would be greatly appreciated Thanks. I have Video of it doing this & I do not have a big stereo system in my car just a cd player and radio and regular 6x9 speakers.

Possibly the ELD,but more likely the alternator.

If it is the ELD where can I get just that part? I have called the Honda dealership around here and they wanna sell me the entire under hood relay / fuse panel. thanks

It is built into the fuse box. Try a junk/salvage yard.

Check voltage at idle and see if voltage goes down as the lights pulsate down.

This sounds more like a bad ground and i really dont see how this can be eld related.

Thanks. for all your help my civic has 203K miles on it thats why I was wondering what it can be. I really appreciate it. :-)
