This is what happens when you send an item such as a crank pulley in an envelope with no extra padding.

 

And the rubber is all crack
this thing is useless...

break off even amount of metal on the other side of the pulley to ballance it our and dremel sharp edges.
it will work fine.


and btw production ended in 2001 (14 years ago) so all the pulleys are between 14 to 20 years old. you really expect clean rubber you are not getting it
