Will not shift out of park!

Hi there! My Honda will now not shift from "Park" when it is turned off. I suspect a blown fuse.
Anyone know which fuse controls that "whirrrr" noise I used to hear, when I turned the car on, when my car would then let me move the shift lever?
I been doing it manually since leaving work today.

**UPDATE: The issue SEEMS to be the BRAKES depressing. I asked a random stranger if the brake lights were coming on.. and it seems that the brake lights were NOT coming on!! Seeming to indicate some kind of issue with the pedal/plunger... after stabbing at it with my foot, and the brake lights COMING on.. Now.. IT SHIFTS!!!
Hopefully, this is the cure for the issue.
(Sorry.. been a hypochondriac with the car lately. It has been starting perfectly, as of late.)

There should be a small rubber "nipple" thing on the back of the brake pedal, near the top (not the top of the foot bad, but the actual top of the bar the foot pad is attached to). When you put your foot on the pedal, it hits a switch. If that small rubber nipple falls off (which happens ALL THE TIME), then you would have the exact problems you're having. Contort yourself, crawl up under there with a flash light, and start inspecting.
