Default Possible Electrical Problem? '02 Civic

I started noticing this issue long ago but it did not develop into this much of a problem until about one week ago. My maintenance light turned on about 2 years ago and I hooked up a OBD to it and it game me some "insufficient current" code which I thought nothing of since I hadn't run into any electrical issues up to this point. Since then I have noticed that my car's clock has been falling behind. I set it to be 2 minutes ahead of time and now it is 6 minutes behind. Now I have noticed that my wipers lowest setting does not work, only the medium and high speed work. The other big thing is that my A/C does not work. I press the A/C button and turn it on high and I get no cold air, it seems like only the fan is on but no cold air. Finally, my brake light wont turn off even though the e-brake is off. So in summary these are my major issues:

1) My clock is falling behind on the time
2) My low wiper setting doesn't work
3) My e-brake light wont turn off
4) my A/C is on but no cold air

Does anyone know if this is a cheap fix or something easy I can do? I have read that it might just be a fuse so I don't want to take it to an electrician and get charged for something simple. I don't know much about car electrical systems. Any help would be great.
