'99 Civic LX: A/C Recirculation Valve?

The recirculation feature on my A/C is stuck in the fresh air/non-recirc mode. When I push the button the yellow light comes on and off appropriately, but the valve doesn't change position.
I can tell because I can smell vehicle exhaust in front of me etc and my A/C doesn't work as well.
Where is the actual recirc mechanism/air intake? If needed, I'd like to just manually position the recirc to on and leave it there.
Common problem? Anyone else experienced this?
