97 honda accord lx electrical issue

97 honda accord lx electrical issue
On my friends car. He went to put in a new battery and crossed the terminals. Then He tried to start it. He's a idiot. Car will not even to turn over. Just click. Dash lights, radio, etc will all work.
My question is after I checked the fuses where do I go next?
Relays, starter, or ECU?

It most likely is a blown under-hood fuse No. 15 (80A) for 4 cylinder LX. Only replace with the same amperage fuse.
Disconnect negative battery cable before replacement of fuse.
