Quick question about this pulley

Quick question about this pulley
Is this pulley suppose to go back all the way or is it suppose to sick out a little?
Its the pulley behiodn the crankshaft pulley. Ive been trying to get this pulley on for a while and cant figure out how to get it on all the way

It's supposed to sit flush with the thrust washer. Make the thrust washers are concave side out.
Try turning the gear around and putting it on from the other direction.....it's side specific....if you know what i mean. The side with the keyway is supposed to face away from the motor.
