Default Fuel gauge not working

I just took the head off the car to fix the blown head gasket on my 1995 Accord 2.2 VTEC and when I got it back on today I realized my fuel gauge is not working. It is just acting like is has no power and stays at below empty. I'm assuming it's just the ground, but I'm not sure. Figured I'd consult the experts! If it is the ground, where's the ground located?

If you only touched the engine I don't know how you could have affected the Fuel gauge. Are you positive the tank is full of fuel?
There is a main ground on the intake manifold plenum near the master cylinder. Make sure the wires there are all attached and not frayed.
