Default 2000 Integra Gsr bogging, bad gas mileage.

OK to start off with this issue I'm going to bullet this scenario down to a T. Here's my setup.
1. My car is running a type r (JDM) obd2a ecu with obd2b step down harness
2. Car is BONE STOCK. 0 mods. 98 Gsr running obd2.
3. Car was running fine after I swapped my trans in after my type r trans took a crap. VTEC was not hooked up ( my car is an Ls body).
4. Hooked VTEC up and car ran smooth, 700 rpm idle no idle jumps , still pretty bad gas mileage and no bogging.
5. Saturday my car was on e (1.52 gallons in the tank) and on Friday it started having idle fluctuations AnD bogging. So Saturday I filled it up thinking that it was acting up due to low gas.
6. Its now Thursday and the car bogs terribly, already used 1/4 tank of gas on 20 miles idles high when driving ( stopped in neutral) and when sitting at idle on start up rpms will drop low to about 200 almost stall out and than vouch up to 700 rpm. Than drops down and back up continuously.
7. I replaced the plugs yesterday.
My findings are listed below:
7a. Plugs have white tips (running hot as I'm told)
7b. Dipstick smells like gas and back bumper has black char on it. ( as if running rich)

So can someone please list some ideas on what causes this ? I know there's many factors. I was told to hollow out my cat and swap out my injectors, clean iacv and swap tps sensor and I could be good. Before I go dumping money and time just want some input.
Thanks.

Forgot to mention VTEC stopped working. Threw my Gsr ecu in and everything stopped except VTEC is still not working and car isn't as quick as it should be.

"I was told to hollow out my cat"

no. If anything replace it after you've trouble shooted the car, but dont gut the cat. Thats a bad thing to do, the catalytic converter is important emissions system equipment.

you should probably start by cleaning the stuff that bolts to your intake manifold, like the throttle body and other crap.

Everything listed besides bad gas mileage was solved with Gsr ecu swap. VTEC won't engage in either and don't have to option to run a scanner because of the step down harness.

have you checked your 02 sensors? I had this issue before and my O2 sensor was shot.

Right now I'm going to pin out for cel to blink to see what the problem is. I hooked up my auto Ls ecu (obd2b) to scan for codes and nothing comes up. Before I check or swap out parts I want to see what the ecu is telling me what's wrong if anything at all

The most prominent factor in this situation is the code 20 eld code, which is on both ecus.

OK so to start tackling this issue, I'm going to swap out my Gsr engine harness, inspect the both of them and throw my other one in, on top of replacing my step down harness with a new obd2b to OBD1 and run a p28 VIRGIN ecu( no mods or tune) and see if eld code comes up, when this is done I'll update my thread.

notice how you threw a primary o2 code also...and that's what I thought it was in the first place...I would head that route first, being that it is probably ur cheapest.

I checked the wiring and also replaced it with a known working one, still code pops up

The primary codes are the knock sensor and eld, I'm more concerned about the eld than anything which is a factor for engine performance and also mpgs.

UPDATE******
SO I double checked my step down harness pin out. And guess what. Theres no fricken eld wire going to my obd2a ecu!! But my question is. Why would my car run fine from June 30th till July 8th with this not wired in?! Idk why it ran good than all of a sudden eld code and knock sensor code. Going to see if I can wire in or pin the eld wire in and update.

UPDATE**** FIXED ISSUE****
OK so I wired in my eld manually by doing The ecu pinouts for it, along with wiring my knock sensor in since Ls doesnt come with one :/. So no more cels on TYPE R ecu.
Gsr ecu is getting 02 sensor code(primary) and crank sensor ( which the JDM r ecu doesnt look for and also isn't hooked up) and it runs a lot stronger now. Still have some idle problems but I need a new rad hose so I'm gonna replace that and see how it goes.
NOW the last issue is I don't think VTEC is cracking. I unplug the VTEC solenoid ( one wire) AMD it registers thru the ecu because it made a code go off for it. So it is properly hooked up but won't crack even on the R ecu..

Vtec works. Had low oil. Still bogs and idles up and down, only until engine is warmed up than its fine. Still have pretty bad gas mileage but for now everything is decent.

My setup
-B16 si head
-B18a1 block
-Rc 330cc injectors
-Edlebrock victor x mani
-Turbo pushing 8psi
-P30 ob1 computer
-NGK iridium spark plugs
The car turns out even without the map sensor, when connecting idle does up and down until it settles, when revving it with the map sensor connected it Boggs with no smoke from exhaust. When the map sensor is disconnected car revs fine but lots of black smoke from exhaust.
Do just need a tune for this new setup?
Anyone can help?

Try this for the idle problem

You could have a bad ECT sensor.

A bad o2 can kill gas, have you checked the timing?

Jair....first thing, please tell me you have a tune for your set up. You can't just throw a turbo kit on and not tune the ecu. Well im sure you CAN, but not for long. Stock maps do not have boost tables and without having that, I imagine your running lean as hell while seeing boost. Throwing bigger injectors in without tuning will cause rich conditions under vacuum, due to the injector pulse being the same as before, which will dump more fuel than with stock injectors. Also, 330cc injectors are probably too small for 8lbs depending on the turbo size. With my t04e at 8lbs and 370cc injectors, the duty cycle is about 90-100% at redline. I am currently waiting for bigger injectors because running them at that capacity can result in the injectors failing, and can cause the injectors to float half open. I personally want to get mine below 80%. Do you have a wideband?

One thing I forgot to add in my bolt ins was the 64mm edlebrock manifold I have as well.

I had a tune setup for stock internal ls turbo (b18a1) motor, I put the b16 em1 head on with a couple of bolt ons and that's when the rough idle and running rich start to accure, I was thinking that my old setup was already maxing out the stock injectors and when I put the RC 330cc injectors it was running way too rich I'm not running the car until I can get it tuned. Thanks for the input! I really appreciate it.

Broo he's bewwwsted TF you talking **** for bro, do you even GSR? he was tuned by chris miller and jeff evans at the same time on his stock ECU bro.

+1 on NAR he's a dick but I learned to be one from him, too bad he sticks to one tech section.
