Default Weird noise affected by road surface

Hi can anyone help me please? i have a weird random noise in my ej civic that only happens while driving. Its a whining noise kinda like the noise made when you blow across the top of a glass bottle. the noise gets louder when driving on a rough road surface and defo not from the engine. could this be a gearbox bearing or a wheel bearing? the noise dosnt get louder while turning, accellerating, braking or anything and disappears when coming to a stop. its fairly constant but gets louder and quieter of its own will seemingly? Usually takes a minute or two to start making noise when the car is cold so something is obv heating up? ive given the car to 3 mechanics and no definitive answer... Any ideas anyone?? Thanks for any input :D

Try rotating your tires.
