Icon2 Fuel Gauge, Sending Unit, or Bad Ground?

We have a 1999 Accord EX V6, and when you fill the tank, the gauge almost gets to full, but not quite. The gauge seems to move as gas is used, and gets down to Empty, or even below Empty, but the Low Fuel light never comes on. That light hasn't come on in years.

From the service manual, I disconnected the fuel pump 5P connector, and shorted terminals 1 and 3 on the top. The Low Fuel light came on. So the light works.

The manual's only recommendation at that point is to replace the sending unit.

But then I tried the Fuel Gauge Tests, and those both failed:

1. The voltage between terminals 1 and 2 while ignition is on is only 0.74 volts. It's supposed to be between 5-8 volts.
2. When I short the terminals 1 and 2, and turn on ignition, the fuel gauge is supposed to start moving up to the Full mark. It never moves (stuck at Empty)

We just filled the tank halfway, and the sending unit resistance is right where it's supposed to be for halfway full: 34.5 ohms. Plus the fuel gauge is showing half full.

So it seems more likely to be a problem with the fuel gauge, or a bad ground, or some other short. What do you think?

Mine does the same thing, except I have just learned to live with it. If it really starts to bother me, i will put a gallon of gas in teh trunk, when i am close to being out fo gas...then i will run it till either the light comes on, or it runs out of gas. But, like I said, hasnt gotten to that point yet.
