You can pass emsissions with either. You should type more clearly. Or just type the message after you pull over.

Same amounts of wiring.
The A2 will have the misfire detection sensor (CKF).
You can either install a B16A2 oil pump and CKF onto the A1 or do the CKF trick (google that).
The A2 will also have an OBD2 distributor...but it will likely need rewiring anyway.
The A2 comes with OBD2 injectors.
You'll need some of the intake manifold sensors from the A2 as well as rerouting some lines into a single port.
You'll have to rewire the O2 sensor harnesses with either engine (extending wires).
It doesn't matter which longblock you use. The ECU doesn't know or care what longblock is in there. You attach the right sensors which send/recieve the right singnals and the ECU is happy.
The A2 happens to have the right sensors attached to it in the right spots already...so its an easier swap in that respect. With the A1, you'll need to buy a couple things and swap a few things around.
I also have no clue how your emissions testing actually works. An A1 would not easily pass inspection in CA simply because its older. In other places...IL, for example, as long as the USDM OBD2 ECU shows no CEL, you're good to roll.
You can find detailed answers on google or honda-tech or a million other places.
What is the A1 coming out of? Was it already in another OBD2 car?
OR......
You can use a EM1 engine harness, and B16A2 distributor, injectors, intake manifold, IAT, oil pump, and CKF. That makes for almost no wiring changes at all.
Everyone seems extremely scared of wiring.

Goodluck finding a b16a1. Thats the 150hp edm motor that is not anywhere around North America at all. Might as well throw that motor choice out the window. B16a2's are a dime a dozen and is a super easy straight forward swap.

JDM B16A's are easier to find than either. Plus you have the LSD trans option. They're all easy swaps. It just requires some reading.
As long as he is using the proper OBD2 ECU (not a chipped ECU with God-knows what kind of tune) and a proper catalytic converter, he will pass emissions here in Ontario. The emissions guys need to plug into a working OBD2 port to pass.
EDIT: I forgot to mention, there also cannot be any CELs present at the time of the test.
