In 1998 support for the LATCH system was sporatic and not federally required. Not surprised if you don't find any. If you pull the car's seat belt out all the way, then it should ratchet as you feed it back in. Let it click a few time, then pull. It shouldn't go anywhere. If it doesn't, just feed it back in all the way and it will operate as normal. If it does, you have a defective seat belt and should contact Honda ASAP.
Put the car seat in, fasten per the seat instructions, pull all the slack out of the belt and feed it back in. Give the belt a good pull to tighten the seat down, and see if you can wiggle the seat. Sometimes there is an anchor on the back sill for the top strap - in 1999 this was a federal requirement. Either there's a cover or a bolt hole - you may have to call Honda and buy an anchor.

yeah i did the whole lock thing and seat belt was pretty firm bt seat will still slide side to side. is there any way to install them in seat? cause iseen the ones to install on top but that wont help me much
If this is your only small child, place the seat in the center rear.
If the center rear belt is just a mechanical lap belt this will be easier.
Install the base and pull the lab belt through snugging it down, with it centered where you want it, facing the rear window get on your knees and kneel on top of the base. Your weight will compress the seat cushion some, pull the belt to take the slack out. If you are lighter than 200lbs you are going to need to do a bit more work or some help. While still kneeling on the base start rocking side to side, all the while pulling on the belt tighter with each rock.
If your seats are leather, place a towel in between the base and cushion, this will aid in better grip without damaging the seat.
Install the carrier and confirm that the seat is still within acceptable level limits. If not, use folded towels or solid pool noodles to get the base/carrier level. Obviously check this with the car on level ground.
If you are using a 3 point belt this will be a bit trickier.
If your car or carrier did not come with a seat belt locking clip pick one up from the store. Most retail outlets that have baby items should have them.

Like with the lap belt, get on the base and rock it while pulling the belt tight, while maintaining tension on the belt, install the locking clip. This would be much easier with a second set of hands, as it can become a PITA.
