95 swapped Civic - no start-Fuel Issue?

•Edelbrock Intake Manifold
•Edelbrock 65mm Throttle Body w/ TPS
•AEM Fuel Filter
•B&M Fuel Gauge(on filter)
I've had the car for around 2 years, NO issues.
Was tuned on larger injectors, Drove to work fine one day, went to leave and car wouldn't start. Cruise Control light would come on when you turned the key on, I found a lot of people had this issue with a bad ECU. I swapped some stock injectors and a stock ecu(2 p28's & p75) still nothing. Stock fuel pump and FPR. I'm getting pressure to the fuel filter(42psi on the gauge.) and it's holding pressure. Rail has fuel. Injector plugs are seeing 12v and they're seeing pulse. The injectors aren't firing.
also IACV was buzzing with other ecu's.
Fuel pump primes.
CEL lights up for 2 sec. then turns off.
No other CEL
ANY ideas??

There's a disconnect between your test results and the problem.

Ground on the thermostat ground.
Pos lead on the injector plug.
Key on.
12.2 on each Inj. plug.
No noid light, I used a 194 bulb with the prongs bent down.
Plugged it in each inj. plug, one at a time.
Cranked it and got a pulse.

2) Your previous test tells you that the injectors click, suggesting that they work electronically.
Have you removed the fuel rail to see if all 4 injectors spray fuel?
Yes, I pulled the rail and none of the injectors fire.
I plugged in an rc650 I had laying around also and got nothing.
I'm going to pull the rail again and try to run wires to see if it will fire that way.

Based on your collective tests results, the injectors are clogged. Otherwise, one or more of your test results are incorrect. This is where logic takes you.
Why would your engine require starting fluid to start if all injectors spray fuel in the proper firing order?

They didn't seem to fire the other day, I was by myself.
I had another person with me yesterday and I pulled the rail while they were in the car and cranking, they all spray fuel.
