Default Rechecking my research

I have a F22B2 Engine in my 1994 Honda Accord LX. I recently changed the Spark Plugs, however the lower O-Rings under the Rocker Arm are bad. I am going to replace those seals soon, and want to know if I can re-use the spark plugs if they have a little oil on them. I am pretty sure I can clean them and retorque them when the shop is finished correct? Will I have to torque them a few pounds more than the 13 Ft.LBs. that they are put in t brand new?

Also, the Rocker arm Assembly:
12mm Bolt: 15 Ft.Lbs yes?
10mm Bolts: 9 Ft.Lbs?

And does anyone have the Bolt pattern (Rocker Arm Assembly) for the F22B2?

I am sorry, I know this is a lot to read, but before I do the job, I want to make sure this is all Correct.
