02 accord headlight voltage drop

02 accord headlight voltage drop
Hi my 02 accord ex coupe was recently recovered after being stolen a couple of months ago and I noticed that the left headlight was really dim. I tried a new ground with the same results so I checked the volts and it is only getting 6 volts. I also checked the left headlight fuse terminal and it is also only getting 6 volts. Any ideas on what might be causing the voltage drop? Thanks
