Icon2 1996 Honda Accord coolant boiling in radiator

I am wondering if it is normal for the coolant to boil in the cooling system when the engine in turned of after a climb up a long hill on a hot day? I just replaced the 223 degree thermo B switch, but so far the cooling fan hasn't turned on when I switch off the ignition. I tested the fans and they work and the fan timer module works as well as tested by jumping the thermo switch.
The dash temperature gauge stays pegged below the midway marker and I've never seen it climb higher than that even with the coolant boiling. My cooling fan used to work great after a hill climb, but now it doesn't want to turn on with engine off for cooling the engine down. Am I missing something?

This could be do to a cracked block. Do some searches.
