start off 98 accord EX H22, use to be auto,

A couple of weeks while driving my RPM's went down to 250 every stop then back up to 1000 for about 30 minutes of driving then the car went back to normal.

Today I switch my HID and unplug/move the batter 1 inch over undo my positive terminal, then turn it back on and now every time I come to a stop it goes to 6-750rpm then 1000. Any one knows what can be the problem
