Sure, you can do I/H/E, but those aren't upgrades - you won't gain anything from them.
Sure, you can get it tuned, but that would be the biggest waste of $500 I've seen in a long time.
Spend that money on a standard EX or 92-95 SI transmission. If it's an autotragic, spend it swapping to standard with one of the aforementioned transmissions. Your horsepower won't go up, but your effective torque will, and your car will definitely feel more spunky. Spend whatever is left on a full tune-up, focusing on new, OEM spark plugs, wires, cap, and rotor.
