Default 92 civic Tach/sputtering problems

How's it going HT. This problem is really starting to get on my nerves.
Starting last night, my car started sputtering real bad, check engine flashed a couple times then stopped. Now my tach is going crazy and the car, when warmed up, starts lurching real bad. Some times will even die while rolling.
So far I tried:
Replacing the ICM (Made the problem worse)
Replaced whole distributor (Had another ICM that still didn't work)
Checked timing to make sure

When I replaced the ICM the first time, I made it 200 yards before the car just shut off and wouldn't start again. Put the old ICM back in and it fired right up but still has the same problem. After replacing the whole distributor the car did not want to start at all. Put my old ICM in this new distributor and it started but the problem is still there.

I'm starting to get really frustrated here. It's a B20 with a B16 head. I have searched and found that Lude's have this problem a lot. And other fixes are ones that I've already done.
If someone can please help save my sanity, I would greatly appreciate it!!

No CEL codes currently. If I Jump the wires it throws a 43 (old code) but the CEL doesnt stay on. The ecu is a chipped p28 from locash racing that I've been running for 3 years.

Any improvement with the O2 sensor unplugged?

Have you measured the fuel pressure and tested the FPR?

Have you checked the injectors?

Have you compression tested the cylinders?

How old are the plugs and wires?

Havent tried the O2 yet, or the fuel pressure. The injectors are spraying well and the plugs are 3 weeks old and the wires 5 days old

It started when I did a second gear pull and when it hit around 5500 RPM it acted like it cut the fuel and the CEL flashed then went off, pulled again and then cut and I let off. It was real fast and then from there is when It had the problems with the tach.

So here's what I've done today:
Changed ICM with a known good one
Changed cap and rotor
Checked fuel pump

The car feels to run better, but when I rev it up, it feels like it wants to die when it comes back down. I'm gonna look into the main relay in a minute and see if that does anything. It was replaced 2 years ago by myself, so it would be sad if that was the issue
