It has a primary and secondary runner in the intake, at low revs only the primary ports are open, when more air is needed the secondary ports open. This is to allow proper air velocity at low and high engine revs.
The port runners are sized to aid in producing torque/power for a given RPM band. If you remove the butterflies this will reduce low end power.
Only do this modification if there is extensive engine changes that require the added air flow.
