If you are running a basemap chip and no O2, it should be running rather rich, as the basemap is meant to be a safe map to get TO A TUNER. Get the car tuned right and it should be fine, with or without an O2.

Best scenario, get it tuned well for open loop, but have an O2 in and set for closed loop operation, for emissions, etc. Otherwise have blind faith in your tuner, or have the means to adjust your tune, and a wideband o2 in the car to monitor at all times.
