EVAP, Catalytic converter, O2 all read NOT READY
1997 Honda Civic LX (no EGR)
As the title says, 3 systems read NOT READY when I had safety/emissions done yesterday. However, as far as actual emissions go, it was only putting out about 1/4 of the maximum. It would appear as if the systems are all working fine, but this is giving me a headache. I have reset the ECU via OBDII scanner, and driven with more than 1/2 tank, but less than 3/4 tank for about 60 miles. All three systems still read NOT READY.
There haven't been any CELs, and no DTCs. I'm having trouble knowing where to even begin so that I can just re-register the car. I would rather not take it in to Honda, but it's looking like a pretty viable option.
Anyone have any ideas I can use to fix this? Did I overlook something?

If you have the scanner then you can check the monitors yourself. Are the 3 systems stock and in full working order? If not then you need to replace them. If yes then make sure you drive several full drive cycles. That includes driving the car from fully cooled down state to full temp and speeds above 50mph for 5-10 minutes. Pull over and check the monitors but leave the engine running.
Alright, figured this out about a week ago.
It was the IAT sensor. The two wires leading to it were damaged (no idea how). Cut out the unhealthy looking bit, then went on to twist, solder, and heat shrink. Like 2 minutes of driving later (with the OBDII monitor plugged in), all systems read as READY. This was a hell of a trial and error, and thankfully I found out what it was.
